Level of knowledge generally acquired through high school plus accredited course through a hospital or a community college. Phlebotomy and National Accrediting Agency for Clinical Laboratory Sciences certification preferred.

Demonstrated knowledge and skills necessary to provide patient care with consideration of aging processes, human development stages and cultural patterns in each step of the care process.

Knowledge of blood collection equipment, anticoagulants used, special precautions and interferences and ability to implement principles of aseptic techniques.

Basic knowledge of anatomy, physiology, infection control, specimen processing, medical terminology, anatomic terminology, first aid and safety.

Manual dexterity and eye-hand coordination to perform venipuncture techniques and capillary puncture on adults, children and infants and visual acuity to distinguish chromatic colors.


One to two years previous phlebotomy experience with demonstrated venipuncture proficiency and ability to function independently.

Demonstrated customer service and communication skills and ability to effectively communicate with all levels, allay fears of patients and to perform other activities which require courtesy and tact.

Under supervision of the Manager, Outreach Services or guidance of the Lead Phlebotomist are responsible for the day-to-day operations associated with the Outreach Patient Service Centers (PSC’s). Performs responsibilities associated with customer service, training, patient registration, test ordering, obtaining blood and other patient specimens, specimen processing specimen tracking and supplies in accordance with established procedures. Provides direction and assigns tasks to Phlebotomists that work at their location. Prepares and maintains related records.
