Clinical Manager

Summary:
Directs the inpatient medical/surgical unit to function as a synergistic harmonious and productive entity integrated and synchronized with other hospital functions to fulfill its own goals and contribute to the overall purposes and objectives of Newport Hospital.

 

Responsibilities:
LEADERSHIP:

Ensures that the department�s scope of services strives to meet the needs and expectations of internal and external customers.

Creates a shared vision by developing and continuously communicating the department�s goals in alignment with the hospital�s and nursing�s mission.

Demonstrates flexibility and innovation to facilitate the changes required to improve operations or to enhance revenue effectiveness productivity responsiveness and other quality factors.

Identifies potential lines of expanded business in the context of marketplace and plans for development.

Demonstrates a confident and positive attitude with functional competency and technical credibility.

HUMAN RESOURCE MANAGEMENT & DEVELOPMENT:

Demonstrates knowledge of employee relations policies and procedures and implements policies in a fair equitable and consistent manner.

Assesses manpower needs including number of staff skill mix and appropriate schedules and budgets accordingly

- Implements creative solutions to manpower planning

- Organizes the department to maximize the potential contribution of all employees

Develops and maintains competency-based job descriptions outlining duties responsibilities and requirements of jobs.

Interviews employment candidates and selects competent and qualified personnel for authorized vacant positions.

Assesses the competence of employees upon hire transfer and on an annual basis.

- Assessment considers age-specific needs of patients.

Establishes and communicates clear performance expectations.

Promotes Relationship Based Care and Professional Practice Model

Performs ongoing performance assessment and completes annual performance reviews on a timely basis.

- Provides recognition of staff�s achievements

- Counsels employees in a proactive fashion to sustain or improve job performance.

- Provides disciplinary action that is fair objective timely and developmental.

Promotes opportunities for teamwork among all staff.

Promotes employees� participation in problem-solving and decision-making in matters affecting them.

Assesses and analyzes competency patterns and learning/educational needs of staff based on supporting data.

Develops an ongoing department education and training plan which encompasses safety issues competency and continual improvement processes which can be linked to department goals.



FINANCIAL MANAGEMENT:

Develops and proposes an annual departmental budget and capital expenditures that will contribute towards improving the efficiency and cost effectiveness of all services provided while meeting the needs of our patients the community physicians and our employees.

Operates within the approved departmental budget notwithstanding changes beyond one�s control. Provides monthly variance reports to CNO.

Reviews departmental expenses regularly to identify ways to reduce costs while improving efficiency resulting in an overall net savings on the approved department budget.

Monitors staffing to ensure the optimal use of scheduled time and overtime for maximum productivity.

Controls and accurately reports time worked by department employees for timely payroll preparation.

Plans develops and implements policies procedures and programs involving all applicable hospital departments that maximize departmental revenues.



INFORMATION MANAGEMENT:

Develops department policies and trains staff in principles of information management.

Ensures the security and confidential treatment of sensitive and private information.

Demonstrates ability to utilize computer technology for data generation retrieval and analysis and documentation.

Ensures that policy and procedure manuals and other reference materials are current and accessible.



MANAGEMENT OF PHYSICAL/TANGIBLE ASSETS:

Identifies evaluates and recommends equipment acquisition based on advances in technology and scope of service.

Maintains assigned physical/tangible assets safely efficiently and in such a manner that they effectively perform their intended function.

Coordinates a department-specific equipment management plan in accordance with the organization�s overall equipment management plan.

Prevents the loss or abuse of assigned assets.

Manages supplies effectively.



SAFETY MANAGEMENT:

Demonstrates an in-depth knowledge of department-specific safety issues.

Demonstrates leadership concerning safety issues within the organization and the department.

Continuously identifies develops and enforces department-specific safety policies and procedures in accordance with the organization�s overall safety policies.

Organizes an effective department-specific safety training program for all department employees in accordance with hospital guidelines.



CONTINUAL IMPROVEMENT:

Develops plans and manages processes to measure assess and improve the quality of services in alignment with the hospital�s key functions.

Participates in functional and cross-functional continual improvement activities.

Utilizes continual improvement tools and identifies indicators to assess and improve systems and processes over time.

Allocates adequate resources (personnel time and staff training) needed to participate in continual improvement activities.

Monitors and evaluates results of continual improvement activities for effectiveness.

Incorporates/integrates improvements into processes and systems.



COMMUNICATION:

Readily accepts and receives feedback from colleagues and staff creating safe environment for disagreement.

Demonstrates effective presentation skills for meetings and formal presentations.

Demonstrates effective writing skills for correspondence reports and other documents.

Demonstrates effective use of contemporary methods of communication.

SCOPE OF SERVICE:

Covers as Administrative Coordinator to cover house on evenings nights weekends and holidays.

 

Other information:

Licensure as Registered Nurse in the State of Rhode Island by the Rhode Island Board of Nursing or licensure as a Registered Nurse in accordance with the Nurse Licensure Compact agreement of the National Council of State Boards of Nursing.

Qualifications:

Bachelor�s Degree in Nursing required; Master�s Degree with focus in Nursing or related health care field preferred.



Certification in Nursing Administration and/or appropriate specialty required within 18 months of hire.



Five years clinical nursing experience in specialty with demonstrated leadership skills; management experience required.



Graduate from a school of nursing and licensed to practice as a Registered Nurse in the State of Rhode Island. Current CPR certification.



Physical Requirements:

Must be able to sit stand squat/kneel for 1-3 hours per day walk 3-7 hours per day lift 50 lbs with good body mechanics twist/bend infrequently. Must be able to use both hands/wrists and perform work that deviates from neutral position and be able to perform fine motor skills. Must have accurate near and far vision 20/20 depth perception and discriminate among colors. Must be able to hear whispers at 20 feet.
