Dir Facilities

Summary

Reports to the Vice President of Facility Operations. Oversees and directs installations operations procurements and repairs to mechanical HVAC plumbing grounds electrical systems communications systems data collection systems security and surveillance systems and fire alarm systems for the Rhode Island Hospital (RIH) campus. Collaborates with Director Capital Projects to ensure that architectural mechanical electrical plumbing heating ventilation and air conditioning systems are designed and installed correctly. Coordinates and directs and provides leadership to Facilities Management Department Managers regarding the operations and maintenance of facility equipment. Develops and oversees the preventative maintenance program and work order management systems. Ensures that electrical steam and other essential utilities services are provided to Rhode Island Hospital and Women & Infants Hospital. Ensures that the hospital is in compliance with all Building Codes CMS TJC OSHA NFPA and other Regulatory Agencies.

Responsibilities

1. Interviews selects directs and evaluates subordinate managers supervisors and administrative support staff. Disciplines subordinate employees up to and including discharge. Provides guidance and counsel in resolving complex and/or sensitive problems with subordinate managers and other supervisors.

2. Participates in the development of the Facilities Services� group short-term and long-term goals and objectives. Provides facility engineering and maintenance guidance and assistance support to non-facility departments in the development of short-term and long-term facility goals and objectives.

3. Collaborates with Director Capital Programs in the development and modifications of the building facilities and grounds to include structural changes modifications additions to existing facilities and new systems. Assists in preparing cost and time estimates for new development projects.

4. Ensures the proper design and optimal functioning of the hospital's heating refrigeration air conditioning electrical power water sanitation oxygen gas and steam systems to supply the hospital with uninterrupted utility service and patient care systems. Ensures the hospital is in compliance with applicable facility codes and regulations.

5. Ensures that preventive maintenance and inspection to hospital's infrastructure and major operating equipment facilities and utility systems are conducted to avoid loss of service.

6. Determines necessity to procure outside contracted services or consultants reviews and within authority approves requests for proposals.

7. Provides maintenance and modification services and recommends designs for electrical plumbing mechanical and other patient care equipment as required by regulatory agencies.

8. Collaborates in the design of new or existing systems such as circuits and devices be used in maintenance to test low medium and high voltage distribution systems electrical power riser distribution fire alarm system nurse call new lighting etc

9. Ensures that all planned electrical and other utility outages and cut-overs are communicated with necessary hospital leadership and staff.

10. Ensures that written and automated data and information related to corrective and preventive maintenance activities are recorded accurately maintained and up to date and in compliance with CMS TJC NFPA NEC and OSHA and insurance company requirements. Compiles data from electric and steam consumption recorders and maintain records for cost and load control.

11. Participates as a member of the RIH Environment of Care Safety Committee. Is the leader responsible for the TJC Life Safety chapter. Has an active role in monitoring meeting and addressing Environment of Care (EOC) issues.

12. Is responsible for budgets (operating and capital) and expenses for responsible cost centers including preparing monitoring and addressing variances.

13. Develops and maintains ongoing inservice and training programs to update and enhance the skills and abilities of all departmental personnel.

14. Participates as team member and makes building rounds to identify areas needing repairs or improvements. Assigns identified areas requiring repairs or improvement to appropriate personnel for implementation.

15. Directs the preparation and maintenance of departmental records and reports including department operating efficiency analysis e.g. manpower utilization project completion effectiveness project status reporting etc.

16. Has oversight of hospital facilities and equipment to identify fire hazards non-compliance to established fire safety codes and other conditions which affect the hospital's ability to effectively prevent or respond to fire conditions. Ensures preparation and maintenance of detailed records and reports of activities.

17. Responds to fire alarm conditions. Determines if danger exists and initiates appropriate action. Oversee restoration of alarm systems to normal conditions as required.

18. Prepares written recommendations to department heads for necessary corrective action to resolve non-compliance to fire codes other regulatory requirements and safety issues noted during inspections. . Prioritizes resolving deficiencies and implementing corrective actions.

19. Establish and maintain a training program that provides orientation to new employees of the Facilities Departments and provides ongoing annual training.

20. Assures that all repairs maintenance work renovations and construction are carried out in a safe manner and that life safety fire safety features and Infection Control Risk Assessment (ICRA)in occupied portions of the building are maintained in conformance with all pertinent codes. Requires and enforces all �made safe� requirements prior to construction taking place on existing facilities.

21. Responds to Emergency Call Back situations. Has a professional obligation to answer inquires (periodic) during off-hours and weekends in support of the Facilities division or RIH Campus.

Other Information

QUALIFICATIONS-EDUCATION:

Bachelor of Science Degree in Engineering Architecture Construction or a related discipline is preferred. A minimum of an Associate�s Degree in Engineering Architecture Construction or a related discipline is required.

Requires a general understanding of facilities and plant engineering services including mechanical and electrical systems co-generationsystems electro-mechanical systems refrigeration and cooling plumbing heating carpentry painting landscaping and architecture.

QUALIFICATIONS-EXPERIENCE:

Minimum of five years progressively responsible management experience in a large institutional setting healthcare facility is preferable but not required. Experience with managing in a union environment is preferred.

Minimum of ten years experience working within a Facilities Management department dealing with maintenance operations and construction environments.

SUPERVISION:

Director level responsibility for up to 108 FTEs to includes managers supervisors and trades staff.
