Mgr Payroll Systems

Summary:
Reporting to the Director Lifespan Payroll Operations supports initiatives and projects related to department applications/systems with the primary purpose of optimizing the functionality of technology compatible with Lifespan�s business needs.  Ensures the operational integrity efficiency and effectiveness of the time and attendance workforce management and related systems and the production of comprehensive workforce reporting filings and similar information within an auditable environment.  Functions as the primary liaison to the Human Resources Finance and Information Services groups for joint technology matters and projects functioning as the lead project representative in the collaborative identification and development of workflow and systems solutions.

 

Responsibilities:

Partners with Human Resources Information Services (HRIS) management team in the development of priorities project plans and timetables for the acquisition and deployment of new and enhanced payroll and workforce management technologies and the maintenance of and version upgrades to the enterprise payroll and HCM.  Develops specifications for new initiatives. 

Regularly consults with hospital operations management finance and human resources management as well as end users at all affiliates to identify assess and plan the enhancement to existing automated information systems and the future deployment of payroll and workforce management solutions that are responsive to organizational needs and which support the achievement of identified business goals.

Promotes the seamless integration of data and automated information management from user access and transactions through management reporting business metrics and various reports and external filings. Directs team on the validation and production of various records and reports of workforce data and analytics and organizational performance indicators necessary for the internal and external reporting distribution and filings as needed payroll benchmark data.  

Develops and maintains processes that support payroll operations. Works with team to maintain system administration operational and project documentation as well as collateral training documentation and materials for all users Develops and documents the processes and workflows necessary to conduct end user trainings for payroll-related systems.

May be designated -process owner or participate as a team member for the implementation of approved and funded technology solutions or work-redesign projects.  In accordance with system-wide information technology standards and policies manages a portfolio of projects within multiple overlapping timelines; identifies project resource requirements; assigns work to project team members applies project management body of knowledge; prepares periodic reports on project status progress and milestones.
Interviews hires orients assigns work to appraises supervises and regularly communicates with and develops performance standards and professional development plans for subordinate staff. 

Use good judgement and critical thinking skills in all aspects of the position.  Considers both the broad impacts as well as departmental impacts on all decisions.  Understands the company�s initiatives and finances and how payroll decisions impact or will be impacted by the current and future environment.  Understands current pay practices state and federal regulations and continues knowledge on these subjects as regulations policies and practices change.

Effective project management and continuous quality improvement through the inclusive participative and collaborative coordination of individuals and project teams.

Other information:

BASIC KNOWLEDGE:

BS/BA in human resource management business administration computer science/systems analysis or related field required or in lieu of degree five (5) years related experience.


EXPERIENCE:

Minimum of seven (7) years of related progressively more responsible business technology experience in a similar medium- to large-sized employer preferably a similarly complex health care organization with a demonstrated focus on payroll or human resources operation and services. Excellent interpersonal and communications skills necessary to interface effectively with all levels of personnel. Knowledge of and analytical ability related to the functional legal and regulatory environment and operating requirements of human resources and payroll management in the integrated academic health system. Mastery of enterprise human resource management information and related systems and technical currency in the operation and enhancement of payroll time and attendance talent management and workforce information technology solutions.  Experience with Lean Six Sigma or other process improvement methods and skills is necessary.


WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:

Work is performed in a typical office environment requiring extended periods of sitting walking and/or standing


SUPERVISORY RESPONSIBILITY:

Supervisory responsibility for up to 7 FTEs
